Shanghai Entry-Exit Inspection and Quarantine Bureau (SHCIQ) has been set up at the Shanghai Port and is directly governed by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).

SHCIQ is a comprehensive inspection and quarantine authority. Its high level technical strength and complete testing means offers a wide range of the most advanced inspection and quarantine instruments and equipment in China.

SHCIQ has 6 technical support centers:

1. Technical Center for Animal, Plant and Food Inspection and Quarantine
2. Technical Center for Industrial Products and Raw Materials Inspection
3. Technical Center for Machinery and Electrical Appliances Inspection
4. Shanghai Audit Center of China Quality Certification Center (CQC)
5. Shanghai International Travel Healthcare Center
6. Administrative Service Center

In the SHCIQ Technical Center for Industrial Products and Raw Materials Inspection, general packaging and special packaging for dangerous export goods are tested. These products encompass a wide range of materials and types of construction and testing them requires reliable and flexible testing equipment.

The SHCIQ searched the market for a testing machine which could be easily and rapidly adapted to the various test tasks. As different operators carry out the required mechanical tests, the machine should also be easy to operate. For about one year the SHCIQ looked for suppliers which were capable of delivering not only a basic testing machine - but also the technical support to adapt it to the different testing requirements for paper, corrugated and solid board and boxes.

As a result of their investigations the SHCIQ decided to purchase a 20 kN Zwick testing machine.  With its two working areas the machine is capable of performing two kinds of tests without changing tooling. For example, compressive tests in its upper, and tensile tests in its lower workspace. In combination with Zwick’s market leading software testXpert^® II, test environments can be created and stored. Environments contain specific machine configuration data dependant on a certain test tool or fixture. If a fixture is changed it is only necessary to recall its dedicated test environment to quickly reset the machine configuration.

The Zwick Z020 at SHCIQ is equipped for dry and wet tensile tests on paper and for compressive tests on solid board and on corrugated cardboard. Two advantages emphasize the high technical capability of the machine: the high ratio of 1:500 in force measuring and the compact design of the fixtures, which reduce side loads and allow large displacements in the test spaces. Because of the high technical standard of all: testing machine, testXpert^® II and test fixtures, SHCIQ is able to evaluate and to measure the capability of packaging to withstand stress during transportation. This helps to avoid risks exposed to dangerous, sensitive or valuable goods.
